Authorizing Resolution - Chill Grant

SUMMARY:

The County of Emmet submitted a letter of intent and has been invited by the Michigan State Housing Development Authority (MSHDA) to apply for the CDBG (CHILL) For Housing Improving Local Livability Program grant.  One of the requirements of the CHILL grant is the Board of Commissioners approve an authorizing resolution.

 

The following is included in the authorizing resolution:

 

  • Amount of the grant request - $300,000 
  • Allows the County Administrator and the Finance Director to submit the CHILL Application. 
  • Allows County Administrator to sign the application and all attachments.
  • Allows Board Chair to sign the Grant Agreement and all amendments.
  • Allows Finance Director to sign payment requests.
  • Authorizes County Administrator to be the Certifying Officer for the NEPA Environmental Review.
  • Designates the Northwest Michigan Community Action Agency, Inc. a non-profit community action agency, to administer the CDBG Housing Improving Local Livability (CHILL) Program.

 

RECOMMENDATION:
I recommend Board approval as presented.

CIVIL COUNSEL REVIEW / RECOMMENDATION:

Civil Counsel has reviewed the attached and has no legal objections to the Board proceeding with this matter.

 

MOTION:

I move that the Emmet County Board of Commissioners adopt the Authorizing Resolution, to authorize the County Administrator and the Finance Director to submit the CHILL grant application in the amount of $300,000;  authorizes the County Administrator to sign the application and all attachments; authorizes the Board Chair to sign the Grant Agreement and all amendments; authorizes the Finance Director to sign payment requests; authorizes the County Administrator to be the Certifying Officer for the NEPA Environmental Review; and authorizes the County Administrator to sign the contract with NMCAA requiring them to comply with all requirements of the Program and to allocate the funds equitably and based upon the Emmet County CDBG CHILL Program guidelines and directs the Clerk to sign and keep record of the attached resolution.
