Two bids were received for the purchase of a Class 4 Aircraft Rescue and Fire Fighting Vehicle.  Rosenbauer Minnesota, LLC was selected, their base bid of $721,063, came in below the Oshkosh base bid at $724,809. The final determination for the vendor selection was based on service after the sale.

A pre-construction meeting was held with the Rosenbauer Minnesota, LLC to finalize the order. The change order reflects the acceptance of the radio option in the RFP. Adjustments include a remote diagnostic service tool, compartment and plumbing configurations, and an auxiliary generator with increased capacity to help ensure the longevity of the main engine.

The AFFF (foam concentrate) was deleted from the order as a non-fluorine foam might be developed before delivery of the truck. A foam agent tank will be included, only the foam concentrate itself will be removed from the order.

The total cost of $760,796 is under budget. The lead time for the truck is estimated at 425 days.

I recommend approval of this request.

I move that the purchase of the Aircraft Rescue and Firefighting Apparatus provided by Rosenbauer Minesota, LLC be approved in the amount of $760,796 and authorize the County Administrator to sign the purchase order and any other required documents to facilitate the transaction.
